The scheme "Child Adoption - Tamil Nadu" was launched by the Social Welfare and Women Empowerment Department, Government of Tamil Nadu. The prime objective of the "Scheme of Grant-in-Aid to Voluntary and other Organizations Working for Scheduled Castes" by the Ministry of Social Justice and Empowerment, Department of Social Justice and Empowerment, is to enhance the reach of development interventions of the Government and fill the gaps in service-deficient Scheduled Caste dominant areas in sectors such as education, health, vocational training, etc., through the efforts of voluntary organizations and other organizations. This aims to provide an environment for the socio-economic upliftment and overall development of the Scheduled Castes (SCs). Any other innovative activity with a direct impact on the socio-economic development or livelihood generation of SCs may also be considered through voluntary efforts.
Educational Initiatives: Opening of Hostels and Residential Schools, ITIs, Arts and Craft Centers, or Any Other Income Generating Scheme.
Tuition Fee Support: Meeting the Cost of Tuition Fees for Training in Information Technology at Institutions of Repute Selected by the Ministry of Social Justice & Empowerment.
Childcare Services: Organizing Balwadies and Bal Kendras, i.e., Creches, to Look After the Deprived Children of Scheduled Castes.
Healthcare Facilities: Providing Medical Facilities to Scheduled Castes through the Establishment of Hospitals or Mobile Dispensaries. For a ten-bed hospital, a visiting specialist (paediatrician/gynaecologist) is recommended. The maximum expenditure per month for this purpose will be restricted to ₹10,000, subject to payment of ₹1,000 per visit/day.
Awareness and Support: Creating Awareness Regarding Government Programs and Facilities, and Providing Assistance and Guidance in Accessing Various Government Facilities like Legal Aid, Scholarships, Loans, Various Grants, and Client Services.

Registered under the Societies Registration Act, 1860 (XXI of 1860) or any relevant State/Union Territory Act.

Any other public body or institution with legal status.
Voluntary organizations should have been registered for at least three years when applying for a grant under the scheme. However, the Secretary, of the Ministry of Social Justice and Empowerment can waive this requirement in exceptional cases with written reasons.
The number of Scheduled Caste beneficiaries should be at least 60% in the case of voluntary organizations.
Other organizations or training institutions approved by the Secretary, Ministry of Social Justice and Empowerment.
Non-Governmental Organizations (NGOs)/Voluntary Organizations (VOs) must have maintained and operated a bank account in the name of NGOs/VOs for the last three years.
It should not operate for profit for any individual or body of individuals, except in the case of training institutions of repute.
The following criteria would be kept in view while selecting the new VOs/NGOs
Experience of at least two years in the relevant field.
Aptitude and experience in welfare work pertaining to weaker sections.
The location of the Residential and non-residential School Projects proposed by the organization should be in:
Educationally Backward Blocks (EBBs); or
Service Deficient blocks with 40% SC population; or
Backward Districts identified by the Planning Commission or
Integrated Action Plan Districts identified by the Govt. of India.

2. Financial viability of the organization to contribute its share and ability to continue the work for limited periods in the absence of assistance from the Ministry.

Step 1: Application Preparation
The organization shall submit the application in the prescribed format (Application-cum-Monitoring Form) following the procedure and guidelines provided by the Ministry.
Step 2: Submission Timing
Applications, for both ongoing and new cases, should be submitted by the organization to the Social Welfare Department or the department responsible for Scheduled Castes matters in the State/UT, preferably in the first quarter of the relevant financial year.
Step 3: State Committee Review
The State Government (State Social Welfare Department or the department dealing with Scheduled Caste matters) will verify the organization's genuineness and the project at the field level. Proposals are then presented before the multidisciplinary "State Grant-in-aid Committee" (State Committee).
Step 4: Recommendations to the Ministry
The State Committee forwards its recommendations to the Ministry of Social Justice and Empowerment by 30th April. The State Committee must provide reasons for recommending or rejecting the proposals.
Step 5: Inspection Report
If proposals or recommendations from the State Governments/UTs are not received within a reasonable period, the Ministry may obtain an inspection report from the National Scheduled Caste Finance Development Corporation (NSCFDC)/National Safai Karmachari Finance Development Corporation (NSKFDC)/Ambedkar Chairs under Dr. Ambedkar Foundation nearby or by deputing a suitable officer from the ministry for inspection.
Step 6: Ministry's Acceptance
No application will be accepted by the Ministry of Social Justice and Empowerment directly. All applications must be recommended by the State Committee or following the prescribed procedure.
Step 7: Document Submission
State Government/UT Administrations, while forwarding the recommendations of the State Committee and the proposals of VOs/NGOs, should submit the required documents as per the provided checklist and Time Schedule, which is uploaded on the website.
Step 8: Evaluation of Proposals

The scheme “Financial Assistance for Allied Cultural Activities” was launched by the Ministry of Culture, Government of India. This scheme is a sub-component of the scheme component "Financial Assistance for Building Grants Including Studio Theatres" under “Scheme of Financial Assistance for Creation of Cultural Infrastructure”. The objective of this scheme sub-component is to provide financial assistance for the creation of assets for enhancing the audio-visual spectacle for allied cultural activities to give first-hand experience of live performances on a regular basis and during festivals in open/closed areas/spaces where large numbers of tourists/visitors come regularly and during major events/festivals the number of visitors swells to lakhs.
Sanction and Release of Grant:
1. On approval of the project proposal, the Ministry will communicate the decision to the organization, indicating the approved total cost of the project, the quantum of assistance sanctioned the quantum of matching share of the organization, and other terms and conditions for release of the sanctioned amount of assistance.
2. The sanction letter issued by the Ministry for the release of the grant should clearly specify the equipment for which the grant has been sanctioned. The sanction should also specify the purchase of the same make/brand of equipment as contained in the original proposal and as approved by the Competent Authority.
3. The sanctioned amount of assistance will be released in two installments in the following manner:
(1) First Installment: The first installment equal to 60% of the sanctioned assistance will be released upon approval of the project proposal/sanction by the Ministry without any further correspondence with the grantee organization.
(2) Second and final Installment: The second installment equal to 40% of the sanctioned grant will be released after:
(i) The grantee organization has submitted the following documents:
(a) Physical and financial progress report on the equipment project from a Chartered Accountant, giving details of equipment purchased, along with a self-attested copy of the invoice bill and coloured photographs.
(b) A certificate from Chartered Accountant to the effect that: Some/All equipment as listed hereunder have been purchased out of the cultural equipment approved under the instant project; Remaining equipment shall be procured after receiving the next installment of the grant; and indicating the Valuation of the cost of the equipment purchased and the further amount required to complete the project.
(c) The audited statement of accounts of the project, duly signed by a Chartered Accountant.
(d) A Utilization Certificate in GFR12-A/GFR12-C from Chartered Accountant, certifying that the first installment of assistance has been fully utilized for the project.
(e) A certificate from a Chartered Accountant certifying that the organization has spent 60% of its matching share.
(ii) The project has been got physically inspected by officials of the National Council of Science Museums (NCSM)/National Science Centre(NSC)/Ministry of Culture and found an affirmative report for the release of further installments of the grant.
Note:
(i) If the final requirement of funds arrived at, falls short of the approved project cost or the amount of matching share spent by the organization is less than 60% of the approved project cost, the amount of the last installment of the grant will be reduced correspondingly.
(ii) The physical inspection report containing before and after photographs of the projects will be uploaded on the social media sites of the Ministry for public feedback.
4. On the recommendations of the Expert Committee, minutes of the meeting would be approved at the level of the Hon’ble Culture Minister (HCM).
Conditions of Grant:
1. Separate accounts shall be maintained by the grantee organization in respect of the grants released by the Government of India.
2. The accounts and the site of the project shall be open for inspection by the representatives of the Ministry of Culture at any time for verification.
3. All equipment projects must be completed within a period of one year from the date of release of the 1st installment. If the project is not completed within a period of one year from the date of release of the 1st installment [this excludes the time taken in physical inspection after receiving complete requisite documents from the grantee organization], no further grant shall be released to the organization and the claim will become time-barred.
4. The accounts of the organization will be open to audit at any time by the Comptroller and Auditor General of India or his nominees at his discretion.
5. Within twelve months of the closure of the financial year of the release of the grant or any installment thereof, the grantee should submit to the Government of India a Statement of Accounts audited and certified by a Chartered Accountant setting out the expenditure incurred on the approved project and a Utilization Certificate indicating the utilization of the Government of India grant in the preceding year. If the utilization certificate is not submitted within the said prescribed period, the grantee may be asked to refund immediately the whole amount of the grant received together with interest thereon at the prevailing borrowing rate of the Government of India, failing which the organization may be blacklisted from any future grant/financial support from the Government of India.
6. The grantee shall execute a bond in a prescribed format with two sureties (mentioning therein their complete postal addresses and signature), in favour of the President of India, providing therein that (i) he/she will abide by the conditions of the grant-in-aid by the target dates; and (ii) not to divert the Grants or entrust the execution of the Scheme or work concerned to another institution (s) or Organization(s), and (iii) abide by any other conditions specified in the agreement governing the Grants-in-aid. In the event of his/her failing to comply with the conditions of the grant or committing a breach of the conditions of the Bond, the grantee and the signatories/sureties to the Bond shall be jointly and severally liable to refund to the President of India, the whole or a partial amount of the Grant with interest at ten percent per annum thereon or the sum specified under the Bond.
7. Execution of Bond will not apply to Quasi- Government Institutions, Central Autonomous Organizations, and Institutions whose budget is approved by the Government.
8. The first lien on the assets acquired with Central assistance will vest in the President of India and the equipment shall not be leased or mortgaged to other parties without the prior approval of the Government of India.
9. Assets acquired wholly or substantially out of Government Grants, except those declared as obsolete and unserviceable or condemned in accordance with the procedure laid down in the General Financial Rules, shall not be disposed of without obtaining the prior approval of the authority sanctioned by the Grants-aid.
10. If at any stage the Government is not satisfied with the proper utilization of the Government grant, or of the facilities created out of it, the Government may ask for the refund of the entire amount of the grant together with interest thereon at the prevailing lending rates of the Government of India.
11. The grantee organization will be solely responsible for any violation of the laws governing equipment as may be applicable in the local area.
12. The grantee organizations shall promote/propagate the message of cleaning, conserving, and rejuvenating of River Ganga through audio-visual means among visitors who will come to watch the cultural spectacle. They shall also spread the message of other social sector programmes of the Government of India viz. ‘Swachh Bharat Abhiyan’; ‘Beti Bachao-Beti Padhao’ etc.
13. NCSM will provide an e-platform for Live Streaming of the audio-visual spectacle for which financial assistance will be provided under the scheme.
14. Such other conditions may be imposed by the Government of India from time to time.
15. For closure of the case, the applicant should submit the following documents within 6 months of the closure of the financial year in which the final installment is released:
a) Self-attested copy of invoice bills showing the cost of each item with applicable taxes paid thereon.
b) Project completion report from Chartered Accountant.
c) Certificate from the Chartered Accountant that the organization has spent the full amount of its matching share.
1. Maximum assistance under the scheme component, including applicable duties & taxes and also Operation & Maintenance (O&M) costing for five years, will be as under:
(i) Audio: ₹100 Lakh; (ii) Audio+Video: ₹150 Lakh
2. All grants under the scheme will be of a non-recurring nature. Recurring expenditures, if any, will be the responsibility of the grantee organization.
3. Assistance under this component to an organization will be restricted to a maximum of 90% (including taxes and duties) of the approved estimated project cost along with five years of O&M costs, within the prescribed monetary ceiling. The balance of the approved estimated project cost is to be incurred by the organization as its ‘matching share’.
Note: While indicating the cost estimate of the equipment, the applicant organization will have to separately specify the duties & taxes and O&M costs for five years.

Grants will be given to projects for procurement of audio-video equipment, which will include: Microphone, Transmitter, Power conditioner, Audio Mixer, Live Encoder, Router, Streaming Transceiver, Broadcast quality video cameras, Hyper Cardioid Microphones, Digital Mixer, Audio Delay Device, Amplifiers, Line Array Speakers, Network Switch, LED Display Controller, Audio De-Embedder, etc.
Eligible Organisations:
All not-for-profit organizations who are engaged for at least for past three years in presenting the spectacle for allied cultural activities to give first-hand experience of live performances on a regular basis and during festivals in open/closed areas/spaces where large numbers of tourists/visitors come regularly and during major events/festivals the number of visitors swells to lakhs and shall also fulfill the following criteria will be eligible:
The organization is registered as a society under the Registration of Societies Act (XXI of 1860) or similar Acts, or as a Trust or as a Not-for-Profit Company, at least for a period of three years; and
The applicant organization will submit a recommendation letter in the prescribed format (Annexure-I) from the District Authority (District Magistrate/District Collector/Deputy Commissioner) in this regard Or State Governments/Union Territories/District Authorities.

Evaluation Process:
Step 01: All applications received by the National Science Centre (NSC), New Delhi will be scrutinized for completeness as per the requirements of the Scheme sub-component as mentioned in the Checklist of the application form. Applications that are incomplete (without requisite documents) will not be processed further for evaluation by the Expert Committee. Deficiencies in the application will be intimated by NSC, New Delhi to the applicant organizations under intimation to the Performing Arts Section, Ministry of Culture.
Step 02: Technical appraisal of the equipment for which financial assistance is sought shall be done by National Science Centre (NSC), New Delhi.
Step 03: There will be an Expert Committee constituted under the Chairpersonship of Joint Secretary (P.Arts), Ministry of Culture to evaluate the applications received under the scheme subcomponent. Step 04: Applications complete in all respects will be taken up for consideration by the Expert Committee, which will meet from time to time during the year, depending on the number of applications received for the grant.

(a) Whether the applicant organization is well established in the field and has got an identity of its own;
(b) Whether the proposal is well-conceived;

(d) Whether the organization has the capacity or has made arrangements to bring in its matching share to complete the project.
Step 06: As far as possible the proposals will be considered and recommended keeping in view the geographical spread of the country.

(a) Organization’s profile containing a description of the organization, its strengths, achievements, and year-wise details of its activities over the last 3 years.
(b) Description of the project/proposal including its rationale/ justification. (The grantee must submit a proposal with branded equipment.)
(c) Summary of the cost estimates. (The cost of the equipment should be arrived after calling for a sufficient number of quotations of the same brand of equipment from different suppliers and the same should be part of the proposal.)
(d) Sources of finance/funds for matching shares.

(f) Indicate post-completion plan how the organization will manage the operation and maintenance of the facility created through the project and meet the recurring maintenance/ operational costs.

3. Copy of the Memorandum of Association (or Trust Deed) of the organization including Rules & Regulations, if any.

5. Copies of Annual Accounts (Income & Expenditure Statement, Statement of Receipt & Payment, and Balance Sheet) for the last three financial years (duly certified/audited by a Chartered Accountant or Government Auditor).

7. Documentary evidence in support of the claim that the organization has secured or made arrangements to secure its
matching share e.g. a bank statement, loan sanction letter, letter of the State Government/Union Territory Administration/ Local Body, etc. sanctioning funds for the project.
8. Resolution (in the prescribed format) of the Board of Management/Executive Board/ Governing Body of the organization authorizing a person to sign the application for the grant, bond, etc. on behalf of the organization.
9. A Bond (in the prescribed format) for the assistance sought, on a stamp paper of the prescribed denomination.
10. Copy of active Unique ID Number obtained from NGO Darpan Portal.
11. Copy of the PAN Card of the grantee organization, where applicable.
12. A Bank Authorization letter (in the prescribed format) showing ECS details of the Bank Account of the organization, which should be duly verified by the Bank Manager of the concerned Bank.
13. (i) The organization will submit a recommendation letter in the prescribed format (Annexure-I) from the District Authority (District Magistrate/District Collector/Deputy Commissioner) in respect of the proposal and also a certificate indicating that the applicant organization is involved in the activities in the field of objectives.
(ii) An undertaking will also be required from the applicant (Annexure-II) to the effect that they will follow the norms prescribed under “The Noise Pollution (Regulation And Control) Rules, 2000” issued under the Environment (Protection) Act, 1986, and also the orders dated 18.7.2005 of Hon’ble Supreme Court of India in W.P. (C) No. 72 of 1998, with Civil Appeal No. 3735 of 2005 (arising out of SLP (C) No. 21851/2003). In case of violation of these provisions, the grantee organization will solely be held responsible.
14. An undertaking (Annexure-II) that the equipment project will be completed by the grantee organization within a period of one year from the date of release of the 1st installment. If the project is not completed within the prescribed period of one year, no further grant shall be released to the organization and the claim will become time-barred.
Note:
(a) The applicant organizations are free to attach any other document they may wish to submit in support of their proposal (e.g. Annual Reports, Press clippings/ reviews, award letters, affiliation letters, etc.).
(b) Wherever the documents are in a regional language, an English or Hindi version must also be made available. Wherever copies of certain documents are being submitted, the same should be duly attested by a Gazetted Officer or Notary Public.

The grantee organization shall submit to the Government of India, a Statement of Accounts audited by a Chartered Accountant, stating out the expenditure incurred on the approved project and indicating the utilization of the Government grant in the preceding years. If the utilization certificate is not submitted within the prescribed period, the grantee shall arrange to refund immediately the whole amount of the grant received together with interest thereon at the prevailing borrowing rate of the Government of India unless specially exempted by the Government.

The Central Sector Scheme “Scheme of Grant-in-Aid to Voluntary Organisations Working for the Welfare of Scheduled Tribes” was launched by the Ministry of Tribal Affairs, Government of India. The prime objective of the scheme is to enhance the reach of welfare schemes of the Government and fill the gaps in service-deficient tribal areas, in sectors such as education, health, drinking water, agro-horticultural productivity, social security, etc. through the efforts of voluntary organizations, and to provide an environment for socioeconomic upliftment and overall development of the Scheduled Tribes (STs). Any other innovative activity having a direct impact on the socio-economic development or livelihood generation of STs may also be considered through voluntary efforts.
1. Broad Sector-wise indicative categories of projects for which grant-in-aid will be considered are as follows:

In addition to the above, during natural calamities, disasters, or pandemic, the Ministry of Tribal Affairs may provide emergency health services including the provision of food and water through NGOs in the affected area for which norms may be decided in consultation with IFD with approval of Minister, Ministry Tribal Affairs.
3. Priority will be given to programmes/projects that benefit Particularly Vulnerable Tribal Groups (PVTGs), LWE-affected districts, and tribal populations in remote or difficult areas.
4. Under the scheme, grants are given to Organizations as per norms fixed for different projects given in Annexure-1, subject to the ceilings for recurring and non-recurring grants.
The applicant organization should be a registered voluntary organization (VO) /non-governmental organization (NGO) engaged in the conduct and promotion of social welfare of STs.
The applicant organization (NGO) should be registered under the Societies Registration Act, 1860/State Society Registration/Public Trust or Institutions either under a statute or as a society registered under the Societies Registration Act, 1860, or any other act.
The applicant organization must register with the NGO-Darpan portal of NITI Aayog (www.ngodarpan.gov.in).

The organization should have PAN and TAN Numbers in its name and should have filed Income Tax Returns (ITR) for at least the last three years.

The organization should not be facing bankruptcy nor facing inquiries or investigations for economic offences by CBI/ED/CBIC or any other Union/State Government agencies.
The organization should have the sound financial capacity to partially co-finance the project, as grants from the Ministry would be restricted to supporting the core activities only that have been defined in Anexure-1.
The organization shall submit details of its trustees, promoters, beneficial owners, and Management Committee along with PAN and Aadhaar number in the format given before the grant is considered.
The organization should not have been blacklisted by NITI Aayog/Union/State Ministries or Government organisations.
A minimum of at least 75 beneficiaries shall be the requirement for the commencement of the project. However, in exceptional cases, with due justification by the Tribal Welfare Department of the State Government, a project with a minimum of 25 ST students may be considered by the Ministry with the approval of Minister, Ministry of Tribal Affairs, for commencement of an educational project.

Step 01: All grant proposals from new as well as ongoing NGOs shall have to be submitted through the NGO portal of the Ministry. Physical proposals will not be entertained.
Step 02: The applicant organization must first get itself registered on the NGO-Darpan Portal (www.ngodarpan.gov.in) of NITI AAYOG.
Step 03: After obtaining NGO-Darpan registration, the applicant organization shall register through the NGO portal (www.ngo.tribal.gov.in) of the Ministry of Tribal Affairs and make an online application by providing complete information about the project for which grants are sought along with uploading the required documents.
Step 04: An organization running multiple projects of the same nature of categories, in a district may file a single application for all such similar projects for which a grant is being sought. The same may be considered in the Ministry on the recommendation of the Principal Secretary or Officer in charge of the Tribal Welfare Department of the State concerned.
Step 05: NGOs will maintain details of expenditure on the Receipt, Expenditure, Advance, Transfer (REAT) Module of PFMS and would be required to refund any bank interest earned as per provisions of the latest General Financial Rules (GFR) of the Government of India
Step 06: NGOs can upload any query/grievance through the communication module of the NGO portal, which will be replied to online through the same module. If the grievance is related to the district or state, the same will be transferred by the Ministry to the authority concerned through the portal. The District and State authorities are required to redress the grievance online and also update the same online.
The State Government would be requested to ensure that the information of the State and District level Officer is updated on transfer or change of charge. He will also ensure that all grievances pertaining to the district and state are resolved. The helpline and details of the resource person will be displayed on the portal of the State Tribal Welfare Department (TWD).
Note: The Ministry's NGO Portal will be opened for 90 days from 15th July to 30th September or as notified by the Ministry to enable the NGO to submit its application for Grants in Aid. The dates for opening and closing of the portal will be notified separately by the Ministry. This is applicable to both ongoing and new projects.
Scrutiny and Inspection at the State Level:
Step 01: The online applications will get directed to the account of the State/UT Tribal Welfare Department which in turn will get the projects inspected through a District Level officer. The ministry will provide Login ID and Passwords to users at the State level. The Ministry will also provide a facility to the State for making officers at the district level the authorized users and the State would provide a Login ID and Password to him. It will be the responsibility of the officer authorized at the District level to inspect and scrutinize the proposed project.

Step 04: The State Committee for Support of Voluntary Efforts (SCSVE under the chairmanship of the Principal Secretary/Officer in-charge of the Tribal Welfare Department/Social Welfare Department will make specific recommendations about the application of the NGO within the timelines stipulated by the Ministry. If a project is not recommended by the State Committee, the reasons will be indicated. The minutes of the meeting will be uploaded on the NGO portal in the format given by the Ministry.
Screening and Approval at the Ministry Level:
Step 01: Based on eligibility criteria and availability of funds, new projects duly inspected and forwarded by district administration and recommended by the State Level Committee, will be scrutinized by the NGO division, headed by the Deputy Secretary/Director. The short-listed new projects may be subjected to further assessment by an independent agency which may include field-based prefunding appraisal. Detailed notes will be drawn while making recommendations for approval or rejection of the project proposal by the NGO division, also keeping in mind the budget available under the scheme.
Step 02: Constitution of Project Appraisal Committees at the Ministry level: All projects after screening shall be placed before the Project Appraisal Committee (PAC) under the Chairpersonship of Joint Secretary, Tribal Affairs for final recommendation. The PAC while appraising projects, will keep in mind the availability of funds and budget available under the scheme and may prioritize only those projects which are most needed.
Step 03: The new project recommended by the Project Appraisal Committee will be eligible for grants subject to final sanction by the Minister of Tribal Affairs.
Step 04: If a new project is not commenced or operationalized after approval by the Ministry of Tribal Affairs, it will be treated as a new project when it is considered for sanction of grants next year. However, the verification process except for state government recommendation in such cases will be waived subject to the applicant organization justifying the reasons for not running the project in spite of the approval of the Ministry. If the project is not run/operational in successive years then the organization has to apply as a new project following the due procedure.
Procedure for Renewal of Application for the Ongoing Projects:
Step 01: The organization would be required to submit its application for ongoing projects for continuation in the subsequent financial year.
Step 02: The ongoing project of the Organization would be eligible for grants subject to the provisions of GFR and instructions/guidelines issued from time to time by the Ministry of Finance, Government of India, on receipt of the following documents:
a. Online application in the prescribed proforma has been filed on the portal
b. Utilization certificate of the grant last released, in the format prescribed under GFR-12-A.
c. Audited accounts for the previous year indicating the expenditure incurred on each sanctioned item vis-a-vis the grant sanctioned.
d. Budget estimates for the financial year for which grant-in-aid is required
e. Filing of Expenditure Statement in REAT Module.
Step 03: The ongoing project applications filed online by the organizations will be made available to the State concerned. The Principal Secretary/officer in charge of the State Tribal Welfare Department would ensure that the documents submitted by the NGO have been examined at the State Level. He would also get the field verification done through the District Collector or District Welfare Officer, or any other authority at the district /state level, who will upload the Inspection report, duly signed and stamped, on the portal. The Inspecting Officer would be asked to specifically examine if there is any change in name, constitution, location of project, number of beneficiaries, whether there is any complaint against the Organization/Project or any reference from the Ministry for Inspection.
Step 04: Applications for ongoing projects can be forwarded to the Ministry by the Principal Secretary/Officer in charge Tribal Welfare Department without seeking the approval of the SCSVE.
Step 05: If there is any change in project specifications like location, the nomenclature of the project, increase in the number of beneficiaries under the project, the change will be considered by the Ministry on the specific recommendation of the Principal Secretary/Officer in charge of the TWO of the State subject to availability of funds. The recommending authority will also have to certify that the project has sufficient infrastructure to cater to the increased number of beneficiaries recommended.
Step 06: In case of non-recommendation of the ongoing project for the current year, reasons for not recommending the project should be mentioned by the State Govt. In case, the State is recommending the project for the current year but the project was not recommended in the previous year(s), reasons would be given for not recommending it in previous years.
Step 07: Funds will normally be released by the Ministry of Tribal Affairs on the recommendation of the State Government. Such releases will be as per the instructions issued by the Ministry of Finance from time to time and provisions of the latest GFR.

"Scheme for Providing (Golden Jubilee) One Time Grant-In-Aid in Memory of Blessed Mother Tereza" by the Directorate of Art and Culture, Government of Goa, came into force with effect from 1st April 2011. The scheme aims to protect and support the thousands of children living in slums and on the streets of Goa, also orphans and runaways escaping poverty, neglect or abuse. These children are often at great risk from malnutrition, illness and neglect. These children, along with aged, destitute and disabled people need a helping hand in health care, shelter, food, clothing, free medication, human trafficking, aids consciousness etc. It is a bounden duty of the government to provide these basic necessities to the underprivileged section of society.
Objectives
To provide support to underprivileged children, aged, destitute and disabled people.
To recognize and strengthen the sustainable efforts put in by the various reputed institutions in providing meaningful, safe, playful environment, food, shelter, health care etc. for the upliftment of weaker sections of the society and to give an impetus, encouragement and financial backing to them for their contribution in the field of the social sector.
To support the institutions in the implementation of their programmes.
To take care of all such types of underprivileged, downtrodden, neglected sections of society.
An amount of ₹ 25,00,000 shall be sanctioned as a time grant to the selected institutions/NGOs as per clause (A).
The quantum of financial assistance to the eligible institutions under clauses (B) & (C) shall be as per the recommendation of the selection committee and the approval of the government.
Enhanced grants as per clause (C) shall be considered on a case-to-case basis. However, the total grants in each case under the scheme shall not be more than ₹ 1,00,00,000.

1. The Institution/NGOs shall submit applications for the grants under the scheme in the prescribed proforma.
2. The Institution/NGOs should be registered with the state government registration authorities.
3. The Institution/NGOs should be in existence for a minimum period of 05 years.
4. Should have been providing humanitarian service to a minimum of 25 inmates (Old, sick, underprivileged children etc.) for the last 5 years.
5. The Institution/NGOs should have infrastructure facilities of spacious accommodation of a minimum area of 50 sq. mts. with proper ventilation, toilet, kitchen etc.
6. The Institution/NGOs should furnish a copy of the constitution/bye laws of the institution.
Clause (C)
The aforementioned Institutions/NGOs are eligible for enhanced grants considered on specific proposals on case to case basis subject to the following conditions:
1. The Institutions/NGOs shall submit a specific proposal for sanction of additional grants supported by proper documentation.
2. The proposal shall be restricted to the area of their operations as per the approved constitution/bye laws of the institution.
3. The proposals shall be specifically towards activities related to the upliftment of underprivileged children, sick, aged, disabled, destitute etc.
4. The total grants under the scheme shall however be not more than ₹ 1,00,00,000.

To create a knowledge base through best practices and good governance in sustainable and equitable development.

The financial assistance to the Applicant Agency shall be provided in Milestone wise or Single Stage as under:

Single Stage: upon successful completion of the program, verification, and submission of expenditure reports and supporting documents.
Note 01: The amount of Financial Assistance/Grant provided to the Applicant Agency shall be decided by the Competent Authority in MoRTH based on the expected outcome and impact of the proposed programme.
Note 02: The maximum financial assistance to an Applicant Agency for a programme shall not be more than double the maximum value of the project executed by the Applicant Agency during the last 3 years.
Scheme for grant of Awards to the Agencies involved in Road safety advocacy and allied activities:
Ministry of Road Transport & Highways shall give three awards (first, second, and third) in each State/UT to the individuals or agencies engaged in road safety advocacy and allied activities to recognize the outstanding work carried out by them. The details of the awards are as follows.

The Applicant Agency shall be an NGO/Trust under the Indian Trusts Act/Cooperative Society under the Societies Registration Act/Firm registered under the Companies Act, 1956/2013 or an Academic Institution accredited/affiliated to or recognized as a University or Deemed University by UGC Act. In case, the Applicant Agency is an NGO, then the Applicant Agency shall be registered on the DARPAN Platform- NITI Aayog and shall provide a Unique ID while submitting the proposal. The Applicant Agency shall comply with the following conditions:
In case the Applicant Agency is NGO/Voluntary organization, the Applicant Agency shall provide documentary evidence (such as a Work Order/Letter of Award/Contract) of undertaking a road safety programme or any other similar activity of an advocacy nature (for grants-in-aid for programme).
The Applicant Agency shall undertake assignment individually or associate with another Applicant Agency to form a JV (Joint Venture), the maximum number of members in the JV shall not exceed two (2). In the case of JV, the members shall appoint a Lead Member and the members agree to the terms and conditions jointly and severally.
Only projects involving road safety activities or involving advocacy/ awareness on any social cause will be considered for arriving at the eligible maximum financial assistance.
The Applicant Agency should have experience in completing at least one (1) road safety or advocacy/awareness-related program in the last three (3) years as of the date of submission of the proposal.
The Applicant Agency should not have been blacklisted or debarred by any State/ Central Government Entities from receiving any funds.

Register of NGO/Trust/Cooperative Society/Firm:
Step 01: The Applicant Agency desirous of implementing the road safety programme shall submit the proposal online.
Step 02: All Applicant Agency who wish to apply may visit Morth NGO Grant Portal. (https://rsa.morth.gov.in/auth/users/login.cshtml)
Step 03: Click on “Register Here”, and fill out the form providing the User and Password, which NGO wish to use for future reference.
Step 04: Further, provide the NGO Darpan ID and PAN Card of the NGO/Trust/Cooperative Society/Firm registered on the NITI Aayog’s Darpan Portal. On providing the above-stated information press the TAB button, this will fetch all the desired details from the NITI Aayog Portal.
Step 05: Every Agency need to verify themselves, by providing OTP generated to Registered Mailing Address
“Email Address”, Please note, don’t press the Generate OTP Button more than once, multiple presses will trigger multiple OTPs, from which the latest one is to be shared. On a single press, an OTP mail will be triggered to the address.
Step 06: The triggered OTP must be provided in the column provided to confirm the registration.

Drafting and submitting Proposal:
Step 01: Login on Portal: Click on the “NGO Login Button”, and provide “User ID” and “Password”.
Step 02: Go to Bank Records and Enter Bank Details. (Provide Bank details of the NGO which is mandatory to fill the form, until the bank details are not provided the application form cannot be submitted.)
Step 03: Go to Road Safety Advocacy and fill out the application form.
Step 04: Once the Proposal is submitted you can trace the status of your request from the “Application Status” Tab. And from the “Home” Tab from the NAV bar.

The proposals shall be evaluated based on the following criteria:
1. Geographical coverage of the programme
2. Alignment with the themes proposed under the Scheme
3. Past experience of the participating agency in the similar programmes
Note 01: The agency shall work in close coordination with ROs of MoRTH (Road wing, NHAI and NHIDCL). State and District level officials and shall also provide them with regular updates on the progress of the programme.
Note 02: The agency shall publicize the awareness programme/ campaign being carried out in various media and social media platforms for the purpose of assessment of impact.
Note 03: Selected programme shall be publicized on the social media accounts of the Ministry of Road Transport and Highways.
Note 04: The agency should ensure that coverage of the programme gets highlighted/ published in local newspapers.
Note 05: The agency shall upload monthly progress reports on the MoRTH portal.
Timelines for Receipt of Applications and Completion of the Projects:
The Scheme shall remain in operation till 31.03.2026. As such, it shall not be feasible to release any financial assistance after 31.03.2026 under this Scheme.
The agency will be required to complete the work before 31.12.2025 in order to avail of the full eligible grant amount.
The proposal may be submitted on an ongoing basis, which shall be considered and decided on a monthly basis.
Procedure for Selection of Award to the Agencies involved in Road safety advocacy and allied activities:
The awards shall be given for the calendar year.
The Individuals and Agencies shall file nominations for the award to the Principal Secretary (T)/Transport Commissioner/Transport Secretary of the State/UT Government.
The State Government can also nominate any agency/ individual on its own if it is of the opinion that such an agency/ individual has done commendable work in the field of road safety.
The Transport Department of State/ UT shall recommend the names of a maximum of five Agencies to this Ministry as per the format prescribed in Annexure 'E'.

Yes, the maximum financial assistance to an Applicant Agency for a programme shall not be more than double the maximum value of the project executed by the Applicant Agency during the last 3 years.
Who will decide the amount of Financial Assistance/Grant provided to the Applicant Agency?
The amount of Financial Assistance/Grant provided to the Applicant Agency shall be decided by the Competent Authority in MoRTH based on the expected outcome and impact of the proposed programme.

1. Geographical coverage of the programme

The "National Awards for Empowerment of Persons with Disabilities" are being awarded by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment every year since 1969 in recognition of the skills and contribution of persons with disabilities, individuals and institutions engaged in the empowerment of persons with disabilities.

The "Divyangjano Ke Liye Sarvshrestha Niyoktha" award is given by DoEPwD to the outstanding employers of the disabled under:

The Department confers national awards to commemorate the 'International Day of Persons with Disabilities' which falls on 3rd December every year. Presentation of Award (Ceremony Details)
1. The ceremony of the National Awards is held at Vigyan Bhawan, New Delhi on 3rd December, every year which has been declared as the “International Day of Persons with Disabilities”.
2. The National Awards are presented through the Hon'ble President or Hon'ble Vice President of India.
2. The boarding and lodging expenses of the awardees and one escort shall be borne by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment.
3. To and fro travelling expenses and accommodation for up to one day prior to and after the day of the awards ceremony shall be arranged and the expenditure shall be reimbursed by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment.
4. The TA/DA admissibility of the awardees and their escorts shall be equivalent to a Class-I officer of the Central Government.

Selection Criteria & Weightage
That at least 10% of the employees are disabled subject to a minimum of disabled persons in a given establishment. (In the case of a large Establishment employing 100 disabled persons or more, the condition of 10% need not be rigidly adhered to) - 20%
That wherever necessary - 5%
That necessary environmental modifications at the worksite have been made including barrier-free access - 10%
That the employees with disabilities are offered the same conditions in service, including the rates of pay as given to other employees for similar work - 15%
That the employers have shown a sympathetic understanding of the problems of the disabled - 5%
That when necessary and feasible, such additional facilities such as accommodation and transport etc, are provided - 5%
Retention Rate - 10%
Employees Assessment - 10%
Productivity Ensured - 10%

Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan) shall intimate the opening of the National Awards Portal as well as the prescribed period for submission of applications through advertisement in the newspapers/website of the Department. Applications/nominations are invited through online mode only on the centralized portal of the Ministry of Home Affairs. (www.awards.gov.in) which is open (w.e.f. 15th June to 31st July).
